Any web sites that allow me to blog and have a bulletin board?

Does anyone know of a website that has both a bulletin board set up (like craigslist) where people can post things under different states, and also have a blog set up where I can blog all within the same site? I’m trying to figure out if this is possible and how to do it as cheap and easy as possible. If anyone knows of any sites currently doing this, I would love to see them.
